What does "overseas pension transfer" actually mean?

It's a broad phrase, and that's exactly where NRIs get into trouble.

An overseas pension transfer simply describes moving a pension you built up in one country into a scheme registered in another. For a British expat or NRI, that usually means shifting a UK workplace pension, SIPP, or SSAS to a scheme based in India, the UAE, Singapore, or wherever you've settled. The term itself says nothing about whether the receiving scheme is safe, recognised, or tax-efficient — it only describes the direction of travel.

That's an important distinction, because not every "overseas pension scheme" that accepts transfers is one HMRC will let you move into without a penalty. Some receiving schemes are legitimate retirement structures recognised under UK tax law. Others are simply investment wrappers dressed up as pensions, with no HMRC recognition at all. Moving your UK pension into the wrong one can trigger a tax charge worth more than half the transfer value.

Every QROPS is an overseas pension scheme. But not every overseas pension scheme is a QROPS. This one line explains most of the mistakes NRIs make when searching for how to move a UK pension abroad.

An "overseas pension scheme" is HMRC's generic classification for any non-UK retirement scheme. To become a Recognised Overseas Pension Scheme — the "R" in ROPS/QROPS — the scheme's administrator has to formally register with HMRC, meet minimum regulatory standards, and agree to ongoing reporting obligations for five years after any transfer in. Schemes that skip this step can still call themselves "overseas pension schemes" in marketing material, but transferring into one exposes you to the unauthorised payment charge described above, plus potential loss of UK tax relief already claimed on your contributions.

Before you sign anything, the only question that matters is whether the specific scheme you're being offered currently appears on HMRC's live ROPS list. Scheme status can also change — a provider can be removed from the list after your transfer has already gone through if it stops reporting correctly, which is why ongoing due diligence, not just a one-time check, matters.
